feat: add refresh token to auth refresh calls without an access token present

Summary of change

Add refresh token to refresh calls even if the access token is deleted
Minor change, mostly for manual testing
We still do not want to add the access token if there is no refresh token, because of a future feature

No new tests, manual testing related change
