Problems with parachutes and very low kart speed #759

Currently parachute can be attached even if kart has speed about 20-30. The kart must run with this low speed for a long time and accelerate very little.

I often get parachute when I have speed ~60 (for example a while after rescue) and it is very frustrating.

Perhaps the time of parachute should depend on speed?

Author: hikerstk Good idea. Also notice that you can reduce the penalty time for parachutes by braking: the parachute will also disappear as soon as a certain percentage of your original speed is lost, so usually just break hard will do the trick.
