Funto added nice motion blur, but in split screen the effect is applied to all player, not only to the relevant one

Author: hikerstk ATM motion blur is disabled in split screen, so changing this to an enhancement for 0.8

Author: auria Actually blush turns out I had NOT disabled it in multiplayer mode. (I was sure that I had!) Now actually done in r9907
