Could you post the "stdout.log" file in %APPDATA%/supertuxkart/0.8.2 ? (you can paste that path in the address bar of windows explorer)
Here goes: stdout.zip Set graphics on min.
what if you set graphics to max? your stdout didn't give useful info...
Now all on max. stdout_max.zip In system event log there's: "Display driver amdkmdap stopped responding and has successfully recovered." I recorded, how it was: YouTube. On min and max settings.
still no useful info in stdout, I think it's more like driver issue...
I will try on my windows 8 x64 with latest driver
It works for me in windows 8 x64 with driver 15.30.1025 with radeon R7 250
I have same problem on AMD/ATI HD6870 on Windows 7 sp1 (driver 15.301.1901) with STK 0.9.2: "Display driver amdkmdap stopped responding and has successfully recovered." I assume that this can be fixed by 0.9.3 (with vram usage improvements / cpu particles) so close

I got crashes on Windows 10 x64 with HD6850, driver ver: 15.301.1201.0 When start race, it freeses and got message: "driver has stopped working and successfully recovered". After that or crash, or only Alt+F4. And if I change graphics quality to minimum, I even can play some more.
