Actually 250ms ping is not a good server, and it's impossible to remove stuttering in online game because this depends on a good internet, which is out of stk or your control.
I recommend server < 100ms ping for you (and i can see some packet loss and resend in my server log, which can cause you stuck)
Also, networking is not yet ready. Please wait until we announce it's ready before filing bug reports, thank you

I've played on
HK STK #2 (Ranked)
server with ping about 250ms. There wasn't any problems onNessie's pond
(it was one-lap, so probably just don't enough time), but one-two second yanks (I get stuck on small piece of ground and teleport backwards when try to move) onGreen Valley

Probably, just try multiplayer? Or simulate (there are some tools) ~250ms ping.
