Downgrades minSDK version to 22
Updates all java.time usages to org.threeten.bp since it's already included
Fixes webview support checks
Updates AmountFormat and covers it with tests to ensure same results
Migrates java.util.Base64 to android.util.Base64
Fixes other relevant lint errors (72 total, phew)
