[Enhancement] Overflow Password for Custom Public Servers #40

When setting up a server it would be excellent if you could allow it to be Punlic up to a certain point (Say 8 of 12, or 6 of 10) at which point it would lock and only those knowing the overflow password (often admin pw would work to llow acdcess too for obvious reasons) would be able to join the server.

Ing ames like Tribes this allowed top teams to have public servers, but once mostly full their players could continue to join their servers so as not to force teams to choose 100% public or 100% private for their server.

This will only come once we ported to UE4.
