Please check the causes below.
Is the BioStar installed on the server? Please stop the BioStar service and use the Suprema G-SDK.
If Biostar is not installed, another program may use the port. Please check the document below. [BioStar 2 SDK] BS2_Initialize returns BS_SDK_ERROR_CANNOT_LISTEN_SOCKET(-103) error
