Started to update for Sphinx > 5.3.0 & Python 3.11 CI #88

This is still a draft PR, I'm trying to port a bit above for sphinx but don't have much time, and probable experience with all new Sphinx 7. If some people wants to help, will be glad to pass the tests for mypy and support more for this project.

This all seems reasonable so far. Python 3.7 has also reached end of life - should be safe to drop any support for it.
