According to BlackDuck Typo3 v 9.5.x has jQuery version 1.10.13
this version has known issues.
upgrade to 1.12.1+1 or 3.3.1-2

I double-checked in the sources of the current 9.5.5 LTS version: ./typo3/sysext/core/Resources/Public/JavaScript/Contrib/jquery/jquery.min.js jQuery v3.3.1

Another library where the version is not displayed correctly: CKeditor is 4.11.1, not 4.6.1
