Stepped macros

2 step is a toggle
step > 2 is a stepped knob
maybe step 3 bipolar is a -1 / 0 / 1 type three position switch but not everyone agrees

The data model is there but the ui is not, and the ui doesn't allow a stepped setting in the little popup menu
