direct_dependent_settings should get applied after target_conditions #126

Currently a direct_dependent_settings block inside a target_conditions block 
inside target_defaults gets applied too late to affect other targets that 
depend 
on the target in question. This doesn't seem to be the 'correct' order.

See gregoryd/nacl for use case.
