Provide an option to have dependencies built in order in msvs #49

Currently dependencies have no ordering guarantees on windows. It would be 
useful to have the option to do this (possibly for release builds).

Doesn't seem necessary.  Let the tool(s) decide the order in which things 
should occur.  
(If there's a real ordering dependency, then it should be expressed.)
