Create the msbuild.cpp generator (VS2010) #96

It is for the VS2010 suite, MSBuild 4.0 toolset.

Conversion table:
.sln -> .sln
.vcproj -> .vcxproj
.rules -> .props, .targets and .xml

The project must be .vsprops free to not cause more pain.

meantime.

MA, saw you merged stuff in. Don't know if I mentioned, jeanluc is actually in 
the process of writing an msbuild 
generator as a 20% project, so this is actually in progress!

I'm about 70% done.  I can generate the basic vcxproj.  It loads in VS2010 but 
the 
performance fluctuates a fair amount.  I'm working to stabilize it so that 
compiling 
simple projects work fine.  I'll then work on making actions and scripts work 
too.

Coincidentally, I restarted working on this today.  I expect to be working on 
it full-time starting next week.  I don't know if VS2010 Express will be able 
to compile Chromium.

Nice, I tested the build system for chromium and it almost build completely, 
just some duplicated symbols seem to fail building on just 8 projects but it is 
a very welcome and exciting improvement
