Added Starter App for Streamlit and SurrealDB #45

Hacktoberfest 2023

This is my contribution for the #35 . This is a Starter App for Streamlit + SurrealDB. It's a simple "content posting" application that contains all the CRUD implementations, thus anyone who want to get started with Streamlit + SurrealDB can find this helpful.
