This PR entirely refactors the PHP SDK to bring it inline with the JS SDK and modern SurrealDB functionality

Follows the same structure as the JavaScript SDK
Support for CBOR network protocol
Support for POST RPC protocol
Added SurrealDB type classes integrated with CBOR
Added database import and export support
Added SurrealML import and export support
Added WebSocket connection support
Added 32 unit tests with 142 assertions
Added Github CI for automated testing

Update README ( done )
