Add more control flags (leaves decay, potions, eating, max players)

💭 What should be added or changed regarding this plugin?

Add:

• SetBorder in the world
• SetMax players in the world
• Leaves decay in the world
• clear effect
• eat (if person Can eat or not)
• allow potion

Also, add per World inventory

My opinion on these features! SetBorder in the world - Already a plugin for this, and most people wouldn't use the feature SetMax players in the world - Really dont see the point of this other than anti-lag. Leaves decay in the world - Something that really should have been added already. clear effect - ? eat (if person Can eat or not) - Once again, dont see the point. allow potion - I guess could be useful to not have potion effects in spawn. Also, add per World inventory - Already a plugin and seems like a medium sized plugin, so adding it would make the plugin bigger than it needs to be.

For the border, you can deactivate it. For the effects, put the option that when entering a spawn add / remove a specific effect
