Move "Tags" and "Notes" out of the scraper details area #133

In the configuration dialog:

The "Tags" and "Notes" checkboxes do not belong in the main collection of 
checkboxes; they should be pulled out into separate  configuration options on 
their own.   Why? Because all of the other checkboxes in that 'main collection' 
refer to fields in the comicvine database--they refer to data that the scraper 
downloads and installs into the user's comic book files. 

Tags and Notes are not comic vine fields, so they don't belong here.  They are 
only populated by the scraper in order to give the user a CVDB tag, which is 
more closely associated with the feature in issue 10.

Implemented for 1.0.28.

I've moved this two fields out of the main collection, as described.  Now you 
can turn each of them on or off by clicking on a checkbox in the settings 
dialog.
