This updates the IPA downloader image to 1.3.0, which contains the following changes:

nm-configurator is updated to 0.2.3, which fixes an issue related to default connections when configuring static IPs - https://github.com/suse-edge/nm-configurator/releases/tag/v0.2.3
/etc/issue is added which includes the current tty, to make suse.autologin feature easier to use when temporary debug access is needed (related to discussions in #85)
