Add REDCap testing VM #3

This pull request adds a REDCap testing VM based on Vagrant. The commit contains:

VagrantFile that provisions a Debian Wheezy host.
Provisioning scripts written in bash
Bash alias file that defines command shortcuts for the vagrant user to assist in manipulating the REDCap Database
Documentation for installation and provisioning of the REDCap VM and its prerequisites
Documentation for the REDCap database shortcuts
A .gitignore file to keep Vagrant's temporary files out of the git repo
