need to hint about pen/ink after warrant in hand #175

after warrant is in hand, we should add hint to hints-system about how
to get pen and ink.  disappointing that 'hints' was empty at this
point.

Is this a matter of an existing hint that isn't enabling correctly?

This is the expected behavior. The idea about forging the warrant comes from 
Muddy. When the warrant is taken, Muddy ask about it. When the warrant is 
revealed 
to muddy (show, read, etc.), Muddy will have plan #2. He'll keep buggy you 
until you 
ask him his plan; if you don't, he'll blurt it out on turn 6,  and talk about 
forgery. As a 
fail safe, if muddy isn't shown the warrant ten turns after it is taken, he'll 
inquire 
about it. If Muddy already has the feather, this hint won't enable at all, as 
it would be 
redundant.

I've verified that this rule does work as expected.
