We've made look and inventory free actions, but examine implies a more careful 
look, so somewhat arbitrarily I'm going to say that it takes some effort and 
time. (if it were D&D, I'd also let you move 5 feet).

To maintain the pace during Cunning Plan, the turn counter still advances even 
if the action is look or examine.
