Revert python 3.10 #278

Fixes 

❯ docker run --rm=true -it quay.io/sustainable_computing_io/kepler_model_server:v0.7.7

docker: Error response from daemon: failed to create task for container: failed to create shim task: OCI runtime create failed: runc create failed: unable to start container process: exec: "python3.10
": executable file not found in $PATH: unknown.

This caused by 0.7.7 image being overwritten by the CI post merge job
