fix(dashboard): fix current Grafana dashboard #255

This PR:

Updates the visualization type and respective configuration of existing panels in the dashboard to show the information in a meaningful way.
Break Pod/Process Power consumption panel into isolated panels on the basis of the type of process.
Move the Total Power Consumption graph panel below the Top10 namespace panel.
Add a description for each panel along with a tooltip that links to Kepler-docs

To validate the changes I suggest deploying the current and previous dashboard's together on a cluster and then comparing the results. Git diff might confuse😅

Thanks, @sthaha for pointing that out. No, this PR doesn't take into account the recently updated queries in PR. I think that it's best to merge this PR once we have our prometheus rules available for the recently updated queries. Wdyt?
