Just a brief article announcing the reboot of the DEI WG. @RichardLitt please give this a review

I have effected the changes so I think we can merge it. Or are there any blockers?

Did you want to keep the Google Groups note in there? People can still request to join, they just can't send a message to the Google Group without requesting first. Take a look at https://raw.githubusercontent.com/sustainers/website/main/working-groups/diversity-equity-inclusion.md.

Well I set up the access for members to join directly. So once they are able to get into the group, they can send emails and all.

But I think its best this remains on the working group page.
