Cache apt-get updates #2

To speed up apt-get during image builds, cache apt-get requests on host machine

Added. Need some tests to determine benefits.

Removed configuration due to issue #6. Reopening this issue to implement solution for OS X and Windows host OS machines.

Does Vagrant not automatically determine the best synced folder option for OS X and Windows host OS machines as the documentation indicates (see the 'type' option)?

Vagrant appears to determine the best type of sync folder. I am not sure why the author of vagrant-cachier provides the NFS type in the Quick Start section of the README.

Someone should test without the type option being set.
