One feature that most CATs have is terminology. I'm not exactly sure how or why this is done, and I never found the terminology function on Pootle to be that useful. Nevertheless, establishing a terminology is an important part of translating Buddhist texts.

Each project has a Terminology list.
Members of each project can view each others list and edit their own.
Terminology lists may be published with the translation.
The starter point of is the terminology list made by Sujato.
Projects can use this as a basis, but need not fill in all words.
Members of any project can add new words to the global list if they wish.
Terminology will be maintained as a JSON file in Github.
To edit the terminology, open a data-table of some kind in a separate page of Bilara.
