Change numbering and heading system for Dhammapada #46

The numbering and heading system for the Dhammapada is poor. It follows the 
Mahasangiti, which prioritizes the commentarial stories, i.e. by listing the verses 
under the title of the commentarial stories. This in turn makes the numbering 
confusing.

At the moment I am working on including Buddharakkita's English translation. This 
uses the much more common and useful method of simply listing each verse by number 
in sequence from the start of the text. For SC these numbers are not really 
available yet.

I propose that the canonical "SC" numbers be the verse number from the start of the 
text. I will mark up the English translation in this way, anticipating that the Pali 
will appear in this form also. 

I also recommend that the current titles of each verse be omitted, perhaps 
optionally displayed, and the basic "sutta" unit be redefined as the "vagga", again 
as in Buddharakkita and most other editions. Below I paste a fe verses of the 
translation to show what I mean.

This change need not be done immediately, it can wait until we redo the entire 
canon.

This has been fixed. The new version treats the Dhp as one sutta (= 1 page), and the translation accordingly. This is not so great for weak browsers, but it enables easy linking, eg dhp#46 and so on go straight to the relevant verse.
