When the list of articles is empty/insufficient for a particular region, display top headlines from around the world or show error layout. Relates to #13.

This needs to be considered for offline searches as well (i.e. showing articles from World instead).

Also, do we show the error layout (or whichever articles are displayed for that region) and then append the articles from World to the adapter? How many articles should we display?
