This is pretty much the same as the current bootstrap a web page branch but I committed this to have a pull request that addresses the navigation issue.

This pull request is a solution to the create site global nav issue

We could work on there are some styling issues that can be addressed but for the most part it seems that the global navigation is done

I know this isn't line specific but outside of the gallery and nav bar, I think we should avoid writing in line bootstrap commands like the columns as they could make it harder to move things around. If we avoid it we can hopefully avoid any lengthy rebuilds in the chance that bootstrap drops out of favor in the web community.
