Staging for whole platform #231

To increase quality and have stability for important target types we need staging for the platform monorepo. https://github.com/suxess-it/sx-cnp-oss/issues/232 is the first step and then we probably need some additional pipeline with Kargo (maybe also a branch per target type)

Idea is that we create some quality stages.

PR: first quality stage where we test new features
Kind/K3d: second stage (just internal use)
suXess Metalstack: third stage (just internal use)
… and then we could have prod stages for a IDP-as-a-Service offering

each stage has automatic tests and quality gates. We can create a kargo pipeline for this.
