Rewrite RT Ops state machine #156

I should write out a diagram of RT Ops's states and transitions, write up the 
communication between the controller manager and Rt Ops, then rewrite RT Ops's 
State Machine.

This may also involve a bit of cleanup of the controller loop code.

Turns out, this will take a lot of changes -- pushing back until I have time to 
do this.

This has been done in the newEventSystem branch (needs debugging, but it's at 
least finished).
