Integrate Simulink controllers #159

We have utilized controllers written in Simulink before, but it's never been 
done "right".

Simulink might be configurable enough to create a ROS package as code 
generation output -- this should be investigate and, if possible, implemented.

This has been postponed until Meka's system is complete.
