atc_joint_position crashes OROCOS deployer on enable #165

This was tested in simulation only so far. If I enable the controller the 
OROCOS deployer crashes with the following message:

atc_joint_position is not complete -- at the least, it does not create any 
subcontrollers. This is likely the cause of the crash.
