Fix atrias.cmake so local changes aren't required #177

Currently, the robot computer and gui computer have persistent local changes to 
the atrias.cmake file. These changes disable building of guis/controllers, 
respectively.

This file should be changed to use environment variables for configuration, so 
that local changes are not required.
