AN-109441: Enhance ecoding support for byte & short

• Add support scalar byte & short
• Add tests for byte & short encoding
• Use the same code path for boolean as other primitives
• Use the same code path for boolean vector as other primitives vectors
• Add documentation for Qipc contract

AN-109087: Cleanup the encode logic in kdbgo

• Cleanups up the encode logic to be more readable & shorter
• Add builders functions to create different types of K object
• Add test to verify the timestamp min & max
• The timestamp is always returned in UTC now
• Use buffer.WriteString for string instead of casting to []byte to avoid copying the string & extra allocation
• Update error messages to have the same format

AN-109087: Add time/date encoder in kdbgo

• Time encoder now expects a time.Time rather than int32
• Time decoder now returns a time.Time rather than Time struct
• Date encoder now expects a time.Time rather than int32 (Decoder is a followup ticket)

Thanks for PR. A lot of nice enhancements. it is quite big and might take a bit of time to review - might need to break it down to smaller chunks if that's ok with you
