Improvement to Error message when meshtal file has no or 1 energy group #27

When we pass a meshtally file to r2s-act that has only 1 (or none) we get the error 'could not find header in the first 100 lines', I suggest we do some kind of check when reading this to see if we found the energy bin line and from this deduce the number of groups. If this is less than 175 (or another predetermined limit) we should provide a more useful error message.

I wrote this script so I will assign myself to this issue. I thought I fixed this months ago so I will take a second look.
