This is a specific element defined in EN 16931 as Invoiced Object Identifier.
This is not BG-24, it is BT-18. However it is mapped in Syntax Binding to Additional Document Reference.
You can also use it at Line level - BT-128 Invoice line object identifier - when you need to use multiple references to Utility Meters / phone numbers etc.
According to EN 16931; It may be a subscription number, telephone number, meter point, vehicle, person etc., as applicable. If it may be not clear for the receiver what scheme is used for the identifier, a conditional scheme identifier should be used that shall be chosen from the UNTDID 1153 code list [6] entries.
Background
Invoices are rejected with the remark that TypeCode 130 may only be used once.
The question is how to deal with the multiple indication of TypeCode 130 with different ReferenceTypeCodes
