In Germany known as "Skonto" and often referred to as "German Skonto", the issue refers to Article 226 (8) of the COUNCIL DIRECTIVE 2006/112/EC on the common system of value added tax.

"The taxable amount per rate or exemption, the unit price exclusive of VAT and any discounts or rebates if they are not included in the unit price."

Early payment discounts are no discounts on line level or on document level of the EN16931-1. Early payment discounts are part of a contract between the supplier and the buyer/recipient and grant a rebate if the amount due is paid ahead of time. It includes a date or a number of days in which the rebate is granted.

With the EN16931-1 in it's current state, this should be added to the core as this issue refers to harmonised legislation across the EU.
