Added a Loader Component to Client List with Conditional Rendering #21

This Pull req adds a Loader component to the Client List page to improve user experience during data fetching. The loader is conditionally rendered based on the loading state. Changes include:

Imported Loader component from '../layout/Loader/loader'.
Added a quote randomly to get enhancement.
Used a ternary operator to conditionally display the Loader component or an error message after the <span> component showing the total count of clients.

Please review and let me know if there are any changes required.
