Hope site/svelte.dev to support multilingual configuration #9042

Describe the problem

I recently opened up a Svelte-based UI component library - STDF. Svelte is quick to get started, but many developers in the Chinese language area do not have Chinese sites to learn, especially for beginners. I have tried to translate some of the documents, but will completely modify the file structure of site/svelte.dev.

Describe the proposed solution

so I hope this repository can support multilingual configuration, I will be responsible for translating the simplified Chinese part. To make Svelte more attractive, I think multilingual documentation is very important.

Expect site/svelte.dev to support multilingual configuration.
