We should probably just close this PR. The necessary upgrade is much larger. You can copy the PRs in the svelte and kit repos

as mentioned above, this needs manual love. unlike create-svelte updating where we got into trouble from eslint typescript support, it could be fine here but lets wait until at least some of the eslint ecosystem has caught up with v9
