Update exhale requirements (py3.8, breathe>=4.33.1) #205

Exhale now requires:

Python 3.8+
Sphinx>=4
Breathe>=4.33.1

@clalancette if it would be helpful for you to test the requirements by me releasing something to testpypi let me know. I want to make sure rosdoc2 still works with these new requirements, but I also want to avoid sphinx 4.0 (it gave us trouble for python 3.10).
