The provided cloud images are created by vendors and are cloud specific, so having a cross cloud way to upload new base images that are not based on an existing base image would be important in some cases.

This would also meet the need for users who want a different image from anything that's already on the cloud platform.

Today I learned that to run a base Ubuntu image I need to accept a license agreement in the AWS marketplace for my account here: https://aws.amazon.com/marketplace/pp/B07CQ33QKV/. This is an example of why a user might want to upload their own image.
