deps: migrate to docusaurus 3 #4

Migrates to Docusaurus v3, following the Upgrading to Docusaurus v3 guide.

We have a fairly simple site, so not much has changed.

Nothing visually has changed.
The landing page has increased from 600~ KB to 630~ KB. (with no compression)

Chores

Also adds SVGOMG to the navbar as a playground.
