RST7 timing and condition #26

The original seems to be a latch, reset by nINTE. It shall never occur when
interrupts are disabled. Timing, too.

The timing is "almost" right, but Black Ice demo still doesn't look right. 
S.E.S.
confirms that the image in the TV should be set strictly within the frame, not
shifted 8-16 pixels to the right as it is now.
