Lot of STEPs can be the result of heads dragging back to track 0 after it has
been
discovered that the track they've been positioned onto was not the expected
one. Like
if we need to seek to track 40, but the first sector header read reports it to
be
track 39.

Thanks for the comment, it seems to be not the case after all.
This appears to be related to working out the differences differences between
single-
and double-density disks.

Also, ladconf seems to be unfriendly to certain versions of MicroDOS.. Similar
behaviour observed in emulators.
