This PR adds support for the WebP image format.

Changes

Support WebP on uploading images (Supported now: WebP, PNG, JPEG)
Convert PNG, JPEG to WebP on uploading
Storage format is WebP now
GET photo added format query parameter, with supported options JPEG and WebP
Strip EXIF information on uploading image

WebP has a significantly smaller size footprint than the current PNG or JPEG, if we were to use that. It maintains the same quality as JPEG.
