This PR adds the following:

Very basic scope based ACL structure
Scope managment for users previously logged in to Chroma
Fix: Incorrect user ID was used previously
Dark mode button
Favicon
Draft albums
- Users with the necessary scopes can create, edit and delete draft albums
- Only admin users can publish such albums.
