updated admin home page controller by simplifying functions and fixing lints

This improves the admin home page controller code by

• Rewriting some functions, making use of existing scopes in the Member model
• Fixing the misspelled unpayed function name
• Enabling linters that were previously disabled for this file

The definition of unpaid has changed a little bit, bringing it in line with the payable attribute on activities.
